Jiushi company originated from "94 special project". On August 5, 1986, the State Council approved Shanghai to expand the use of foreign capital by means of self loan and self repayment, in order to strengthen the construction of urban infrastructure, speed up the transformation of industrial technology, enhance the ability to earn foreign exchange through export, and develop the tertiary industry and tourism. The scale of the first batch of foreign investment expanded by 3.2 billion US dollars, of which 1.4 billion US dollars were used for urban infrastructure construction, 1.3 billion US dollars were used for industrial technological transformation, and 500 million US dollars were used for the tertiary industry and tourism. This policy is called "94 special projects".

In order to ensure the success of the operation of the "94 special project", the Shanghai municipal government made a significant decision at that time: to try to use economic means, through the establishment of a special economic entity, to carry out a unified fund-raising, adjustment and management of the "94 special project". On December 30, 1987, Shanghai Jiushi company came into being, named "94" homophonic.
