Xining Special Steel Co., Ltd. was established in On October 8, 1997, Xining Special Steel Group Co., Ltd. was jointly sponsored by Qinghai Chuangye Group Co., Ltd., Qinghai Aluminum Plant, Lanzhou Carbon Co., Ltd., Jilin Carbon Co., Ltd., Baotou Iron and steel design and Research Institute of Ministry of metallurgical industry, and Jilin Ferroalloy Plant. It was established by social fund-raising. With an annual output of 500000 tons of high-quality steel and 400000 tons of high-quality steel, it is the largest special steel production enterprise in Northwest China.

The company is mainly engaged in smelting and calendering of special steel, and has 370 million tons of iron ore resources and 640 million tons of coking coal resources. It has formed a comprehensive production capacity of 1.2 million tons of coking coal, 350000 tons of coke, 3.2 million tons of iron ore, 1 million tons of iron concentrate, 1 million tons of iron production, 1.3 million tons of premium steel and 1.2 million tons of premium steel. It is the largest special steel production enterprise in Northwest China. It is mainly used in machinery, military industry, automobile, railway, aviation, petroleum, coal and other industries with special requirements for the physical and chemical properties of steel.
