The construction of Jinzhou port was started in October 1986 and officially opened to navigation in October 1990. In December of the same year, it was approved as a class I open commercial port by the state. In 1993, Jinzhou port was transformed into a joint-stock system. It is the first port in China to implement joint-stock operation with separate government and enterprises. In May 1998 and June 1999, Jinzhou Port B and a were listed on Shanghai Stock Exchange.

There are 27 berths in Jinzhou port, including one 300000 ton oil berth, five 100000 ton bulk cargo berths and four 100000 ton container berths, with an annual throughput of over 100 million tons and a throughput of 3.6 million TEUs. In 2017, the State Council approved the overall water area and all berths of Jinzhou port to be fully opened to the outside world.
