In April 1993, Hainan Expressway Co., Ltd. was established by directional fund-raising on the basis of Hainan East Line Expressway Construction Headquarters Office with the approval of Hainan Securities Commission qiongzheng Zi (1993) No.6 document. With the approval of China Securities Regulatory Commission, the company issued 77 million a shares in Shenzhen Stock Exchange on December 1, 1997, and listed on January 23, 1998.

After the right section of the East Ring Expressway was completed and opened to traffic at the end of 1995, entrusted by the State Council and Hainan provincial government, it continued to undertake the expansion project of the left section of the expressway. On March 26, 1998, the Haikou Qionghai section of the first phase of the left section was completed and opened to traffic. On January 25, 2001, the Qionghai Lingshui section of the second phase of the left extension project was completed and opened to traffic. On September 28, 2001, the Lingshui Sanya section of the left extension project was completed and opened to traffic as scheduled.
