In June 1990, Fujian Provincial People's Government approved the establishment of "Fujian Provincial Fuzhou Xiamen Zhangzhou expressway construction leading group office"; in March 1993, Fujian Provincial People's Government approved the establishment of "Fujian Provincial Fuzhou Xiamen Zhangzhou expressway construction headquarters", as the construction unit of Fuzhou Xiamen Zhangzhou expressway project, to exercise the owner's functions.
In 1995, "Fujian Fu Xia Zhang expressway construction headquarters" was renamed as "Fujian Expressway Construction Headquarters"; in August 1997, with the approval of Fujian Provincial People's government, Fujian Expressway Co., Ltd. was established with the registered capital of state-owned net assets assessed by Fujian Expressway Construction Headquarters, with the registered capital of 1 billion yuan.
During the construction of Quanzhou Xiamen expressway, the Ministry of communications arranged for funds such as vehicle purchase surcharges to provide support. In June 2000, the Ministry of communications defined Huajian transportation economic development center as the entrusted management unit of 158136136 shares of the original construction funds. Provincial Highway Company changed its 158136136 shares to Huajian center.
