On July 20, 1914, fan Xudong founded Jiuda refined salt Co., Ltd. in the form of joint-stock system, with the registered name of "Jiuda refined salt Co., Ltd." and set up a factory in Tanggu. On September 22, he registered with the Salt Department of Beiyang government for the record.
On September 11, 1916, jiudasheng produced the first batch of refined salt with the trademark of "Neptune", and set up a manager's office in Tianjin east road to start business.

On August 15, 1922, fan Xudong founded Huanghai chemical industry research society, the first private enterprise in China, and employed sun Xuewu, a doctor of chemistry from the United States, as its president. Since then, the "permanent yellow" group has been formed.
On August 13, 1924, Yongli soda plant began to commission and produce soda ash, which opened the first page in the history of soda industry in East Asia.

After the surrender of Japan in September 1945, the main technical personnel of Jiuda and Yongli successively went to Tanggu to prepare for the resumption of work. Soda ash was produced on February 26, 1946.
After the liberation of Tanggu in 1949, Jiuda and Yongli began to return to work, producing soda ash and caustic soda one after another.
In 1955, with the approval of the Chemical Industry Bureau of the Ministry of heavy industry of the people's Republic of China, Yongli and Jiuda were merged and renamed as "private joint venture Yongli Jiuda Chemical Industry Co., Ltd. Guchang", or "Yongli Guchang" for short.
In 1956, with the investment of the state, the yongyonggu factory began to expand.
